Monthly MCPS Media Briefing with Superintendent Jack R. Smith 10-07-19

GOOD MORNING. THE SUPERINTENDENT MEDIA BRIEFING FOR OCTOBER 2019. RULES OF THE ROAD. TWO KEY TOPICS THIS MORNING, PEDESTRIAN SAFETY AND THE ROLLOUT OF THE EXTERNAL REVIEW. AFTER SCHOOL SUPERVISION. ITWILL TAKE SOME QUESTIONS. WE WILL BE DONE BY 11:00 IF NOT SOONER . SEVERAL QUESTIONS UNTIL THE END WE CAN GET THROUGH IT AND I’M HAPPY TO HAVE CLEAR UP LITTLE IF SCAN AND AT THE END. WITHOUT FURTHER ADO, JACK SMITH?>>GOOD MORNING. I WAS EVERYONE THIS MORNING?>>I WOULD LIKE TO INTRODUCE DOCTOR WHO IS WITH US TODAY. THE DOCTOR IS WITH US FROM 1 AUGUST. I AM REALLY HAPPY SHE IS DOING THIS AND SO I WILL WELCOME YOU HERE TO THE FIRST OF OUR MONTHLY PRESS CONFERENCES. THE FIRST THING WE WANT TO TALK ABOUT HIS PEDESTRIAN SAFET. IT IS A MORNING OF TALKING ABOUT STUDENT SAFETY. LOOKS LIKE CERTAINL, THIS IS A COMMUNITY ISSUE. WE ARE CONCERNED. DEEPLY CONCERNED ABOUT OUR STUDENTS TO AND FROM SCHOOL SAFELY AND WHEREVER THEY NEED TO GO EVERY WEEKEND EVERY WEEKEND SAFEL. I WILL ROLL IS TO MAKE SURE THAT WE ARE VIGILANT WITH OUR PROCEDURES AND PROCESSES AND SYSTEMS INTO TEACH STUDENTS ABOUT PEDESTRIAN SAFETY. SOMETHING WE BEEN ENGAGED IN FOR DECADES AND WILL BE EVER MORE EXPLICIT AND MORE EXPLICIT AND MORE INTENTIONAL ABOUT HOW WE DO THAT AND WE HAVE BEEN WORKING CLOSELY FOR THE PAST YEAR WITH OUR PARTNERS AND MUCH OF THE WORK IS GOING TO REQUIRE THE COUNTY GOVERNMENT, SCHOOL SYSTE, COMMUNITY ADVOCATES COMING TOGETHER AND PUSHING ON THE STATE HIGHWAY ADMINISTRATION AND OTHER ORGANIZATIONS IN THE STATE TO ENSURE WE HAVE GOOD CROSSWALKS AND PLANS FOR MANY OF THE BUSY INTERSECTIONS AND ROADS. WE ARE VERY INTERESTED IN DOING A LOT OF WORK WITH OUR COMMUNITY PARTNERS. I WANT TO TRUST PEOPLE TO BE AWARE OF SCHOOL BUSES. A LOT OF PEOPLE I AM SAD, ANGRY AND UPSET, PAST SCHOOL BUS AS WELL REHE AND STOP SIGNING AND ARMS DOWN. I WAS AT AN TERSECTION HEAD TO ELEMENTARY SCHOOL AND PULLED UP BEHIND THE SIGNIFICANT AMOUNT TRUCK TRAFFIC STOP FOR THE BUS. SOMEONE CAME TO A POINT IN THE ROAD WHERE YOU CAN MAKE A U-TURN. THEY WERE GOING TO MAKE A U-TURN AND PASSED THE STOP BUS WITH ALL THE LIGHTS ON AND VERY THOUGHTFUL, INTENTIONAL DRIVER PULLED UP SO THEY COULD NOT GET THROUGH AND STOPPED ONE OF OUR OWN LOCAL DRIVERS FROM PASSING A BUS AND I OBSERVED IT TWO WEEKS AGO RIGHT HERE IN MONTGOMERY COUNTY. ALL STUDENTS NEED TO BE KEPT SAFE. BICYCLE AND SAFETY TRAFFIC ADVISORY COMMITTEE ARE HOSTING A FORMAL OCTOBER 19 8:30 A.M. 12:30 P.M. AT NORTHWOOD. IT’S A FREE EVENT WILL HELP TO BRING TOGETHER PARENTS AND STUDENTS TO ENSURE WALKING AND BUS ROUTES ARE SAFE. VERY IMPORTANT. IT’S A CRITICALLY IMPORTANT ISSUE AND ONE WE SHOULD CALL ATTENTION TO EVERY SENTIENT CHANCE WE GET FOR HEAVEN SAKES WATCH FOR THE BIG YELLOW BUSES BECAUSE WHEN YOU SEE ONE, IS HIGHLY LIKELY THAT THEY ARE STUDENTS IN THE VICINITY ON THE BUS IN THE AREA. CRITICAL. WE WANT TO BRIEF THE COMMUNITY ON THE FACT THAT THE EXTERNAL REVIEW CAME OUT THIS MORNING WE HOPE TO HAVE IT AT THE BEGINNING OF JULY. WE WANT TO MAKE SURE WE GET THE EXTERNAL REVIEW ALL THE SPACE THEY NEED. MORE IMPORTANTLY BECAUSE WE USE STATE ATTORNEY’S OFFICE WE HAVE BEEN RESPONSIVE AND THEY ARE CONTINUING TO FINALIZE THE REPORT BUT WE ARE THE GIRLS LOCKER ROOM AT DAMASCUS HIGH SCHOOL WHAT WE DID IS GO MUCH MORE BROAD AND NOT LOOK AT JUST THE HIGH SCHOOL ATHLETIC PROGRAMS BUT THE ENTIRE SCHOOL COMMUNITY AND THE ENTIRE COMMUNITY ATDAMASCUS HIGH SCHOOL . THE REVIEWERS DID WORK FOR HOURS. HUNDREDS AND HUNDREDS OF PEOPLE ACROSS THE SYSTEM. PANELS AND REVIEWED INFORMATION FROM MANY OF THE NATIONAL ORGANIZATIONS. IT’S LOOKING AT THE AFTER SCHOOL SUPERVISION. THE TEACHING AND LEARNING THAT GOES ON WITH OUR STUDENTS AND HOW WE, AS A SCHOOL SYSTE, PLAN AND MAKE EVERY EFFORT TO TEACH OUR STUDENTS WITH THE NEED TO KNOW TO DO WELL AND HAVE GOOD POSITIVE EXPERIENCES IF THEY ARE IN AFTERSCHOOL ACTIVITIES AND ATHLETICS. IT WAS TO LOOK AT OUR POLICIES. WE WILL KNOW MORE ABOUT WHAT THEIR THINKING AND FOUND.WE HAD THREE KEY AREAS. FOSTERING A POSITIVE CULTURE. IMPLEMENTING ROBUST INSURING PROCESSES.STRENGTHENING SUPERVISION AND SAFETY FOR PARTICIPATING IN SCHOOL SPONSORED AFTERSCHOOL ACTIVITIES. MCPS TAKES A NUMBER OF STEPS TO ADDRESS KEY ISSUES IDENTIFIED IN THE EXTERNAL REVIEW. IT ENHANCES SUPERVISION PLANNING PROCESS OF HIGH SCHOOLS TO PROVIDE GREATER CLARITY FOR COACHES ACTIVITY SPONSORS. IT INCLUDES WATCHING A STUDENT ATHLETE LEADERSHCOUNCIL WHICH WILL WORK WITH MCPS LEADERSHIP TO DEVELOP AN INTERACTIVE STUDENT TRAINING ON HAZING, BULLYING AND HARASSMENT. IT’S PARTICULARLY IMPORTANT BEFORE I ARRIVED HERE AND CONTINUEDFOR MY TIME , IT’S A LEADER IN THIS AREA OF USING STUDENT VOICE. IT’S TO BECOME A NATIONAL LEADER IN BEST PRACTICES REGARDING AFTERSCHOOL SECURITY SAFETY AND SUPERVISION. IT STRUCTURED WITH OUR SCHOOLS. HOW SCHOOLS DO THE WORK INTERNALLY. HOW ALL OF THOSE THINGS NEED TO BE COLLABORATIVE. THEY NEED TO BE COMPLETED BY TEAMS COMING TOGETHER IN A MOST THOUGHTFUL AND INTENTIONAL WAY TO MAKE IT SO STUDENTS UNDERSTAND AND KNOW WHAT THE SITUATION IS THAT THEY MIGHT ENCOUNTER. HOW TO REPORT WHEN THEY RESPONSES TO THOSE AT CERTAIN TIMES AND THE PREVENTION IS THE FIRST GOAL, ALWAYS. IT’S FOR THE FY 21 AT JULY 1 BUDGET. WE USE CURRENT RESOURCES TO CONTINUE TO EXPAND AND EXTEND THE WORK THAT WE ARE DOING. WE ALSO WANT TO REVISE OUR MEMORANDUM WITH THE INTERAGENCY COORDINATING BOARD. THE IC B. FOR THE COMMUNITY USE A PUBLIC FACILITY. YOU MIGHT KNOW AND BE AWARE THAT OUR SCHOOLS ARE BE AWARE FOR THE COMMUNITY. ENTIRE ORGANIZATION THAT MAKES THE SCHOOL AVAILABLE. FOR THE INTERSECTION OF STUDENTS IN THE SCHOOL BUILDING IS VERY COMPLICATED AND MONTGOMERY COUNTY. AS WELL AS ADULTS. YOU CAN HAVE STUDENT SPORTS TEAMS. STUDENT ACTIVITY GROUPS. COMING IN FOR FAITH-BASED ORGANIZATIONS. YOUTH ADVOCACY AND ALL KINDS OF THINGS THAT SCHOOLS IN MONTGOMERY COUNTY AND SCHOOLS AREMEANT TO BE USED . A LOT OF WORK GOING ON IN THIS AREA. THIS HAS BEEN OCCURRING FOR DECADES ACROSS SCHOOL SYSTEMS IN THE COUNTRY. WE ARE IN AN ERA WHERE STUDENT SAFETY BECOMES A IMPORTANT PART OF WHAT WE DO. WE WILL ENHANCE AND WORK ON IT AND MAKE SURE WE LOOK FOR CONTINUOUS IMPROVEMENT. WE WILL BE ABLE TO KEEP THEM SAFE. WE THINK HAVING STUDENTS KNOW AND ASKED TO SIT EXPECTATIONS AND UNDERSTAND FOR TELLING SOMEONE IN INTENING IT REALLY MAKING SURE ADULTS KNOW HOW TO RESPOND AND SET CLEAR EXPECTATIONS. THE TONE IS IMPORTANT. PEOPLE LIKE TO SAY, THE TOP IS THE SUPERINTENDENT. THAT HUNDREDS OF HUNDREDS OF PEOPLE ACROSS THE SYSTEM THAT TOUCHED MORE THAN 165,000 STUDENTS EVERY DAY.PRINCIPLES ACROSS SCHOOLS ATHLETIC DIRECTORS, ACTIVITY LEADERS, RESOURCE TEACHERS, THEY RUN BIG DEPARTMENTS OF CONTENT AREA AND SPECIALIST. THAT’S THE PEOPLE WHO WORK IN ALL THE SCHOOLS TO PROVIDE THE PROFESSIONAL SUPPORT SERVICES. THERE ARE MANY PEOPLE ENGAGED IN MAKING SURE MCPS DOES A GOOD JOB. WE CAN DO BETTER. WE DO GOOD WORK FOR LOTS OF KIDS AND WE CAN DO BETTER. THAT’S ALWAYS GOING TO BE THE MESSAGE. WE ENCOURAGE EVERYONE IN THE COMMUNITY TO REVIEW THE FINDINGS AND TALK ABOUT THEM AND THINK ABOUT THEM IT WILL CONTINUE TO WORK ON THEM AND ENGAGE MANY STAKEHOLDERS AROUND THE NEXT STEPS. ENGAGING THE PRINCIPLES AND THE TEACHERS AND THE TEACHER LEADERS. THE SUPPORT PROFESSIONALS. PTA AND COMMUNITY ADVOCATES. COMMUNITY GROUPS THAT USE OUR SCHOOLS AROUND THE IC B SYSTEM. THEY ALL COME TOGETHER ON AN ONGOING BASIS. IT’S NOT AN EVENT. IT’S A NEVER-ENDING BODY OF WORK THAT WE MUST PAY ATTENTION TO EVERY DAY IN TERMS OF KEEPING STUDENTS SAFE. WE HAVE BEST PRACTICES OUT THERE. WITH ALL THE WORK THE EXTERNAL REVIEWERS DID WE HAVE LOTS OF THINGS TO THINK ABOUT. IT’S A MARK OF THE COMMUNITY AND THEY HAVE SPENT OUR TIME MAKING SURE STUDENTS ARE READY TO LEARN AND SAFE AND WELL TAKEN CARE OF. THEY WALK OFF THE STAGE AND THEY ARE PREPARED TO INTERACT WITH ALL THE PEOPLE OUT IN THE WORLD THAT THEY RUN INTO.THEY UNDERSTAND THAT THE LINES ARE THERE AND IT’S FOR LIVING IN THE CIVIL AND GOOD AND JUST SOCIETY. I THINK I WILL STOP THERE. WE WILL MOVE TO THE NEXT PHASE OF THE PRESS CONFERENCE.>>WE WILL START TAKING QUESTIONS. RAISE YOUR HAND. DOCTOR SMITH. IT’S SOMEWHAT LIMITED GIVEN THE ATTORNEY OFFICE IN THE INVESTIGATION. IF YOU HAVE ANY CONCERNS THAT PERHAPS THIS IS NOT COMPREHENSIVE ENOUGH OR DO YOU HAVE ANY PLANS TO GO BACK AND LOOK INTO THE INCIDENT SPECIFICALLY ONCE THE STATE ATTORNEY’S OFFICE COMPLETES THE INTERVIEW.>>WE DID LOOK INTO THE INCIDENT AND IF YOU REMEMBER WE HAD A PRESS CONFERENCE LAST SPRING WERE WE TALKED ABOUT THE INCIDENT.>>THE REVIEW DID NOT LOOK WHAT WE ASKED IS TO COME IN AFTER THAT REVIEW WAS COMPLETE AND LOOK AT EVERYTHING AND THERE WAS NO WAY AT DAMASCUS. THEY SHARE WITH US EVERYTHING AND IT’S IN THE REPORT.>>I UNDERSTAND THAT. WHAT I’M SAYING IS IN A CONVERSATION AT DAMASCUS HIGH SCHOOL ABOUT STUDENT SUPERVISION AND SECURITY AND THAT TOPIC HAD TO COME UP. THEY DID NOT PURPOSELY EXAMINE IT BUT WE LOOKED IN IT DEEPLY AND GAVE A VERY CLEAR SET OF WHAT HAPPENED AND WHAT NEEDED TO HAPPEN. LAST WINTER AND SPRING VERY CLOSELY. WHAT’S YOUR TAKE AWAY FOR THE PREVALENCE FOR THESE KINDS OF INCIDENTS. ONE OF THE MAJOR FOCUSES. WHAT THE CULTURE IS LIKE AND HOW OFTEN IT HAPPENS. A SITUATION LIKE THIS EVERYONE IS TALKING ABOUT. INCIDENT. A SEVERE SITUATION.IT’S RESULTING IN BEING HANDLED THE SCHOOLS OVER CONSTRUCTING RIGHT NOW. IT’S BEING TRACK OF THE INVESTIGATION. THERE IS A POSITIVE CULTURE THAT STUDENTS OFTEN DON’T KNOW WHEN THING GOES FROM KIDDING TO HAZING. IT’S SOMETHING REALLY INAPPROPRIATE AND BAD. IT’S HOW WE THINK ABOUT EXPLICITLY TEACHING HER STUDENTS AND ADULTS HOW TO RESPOND AND HOW TO PREVENT AND HOW TO REPORT IF IT DOES HAPPEN. WE ARE CLEAR IDEA OF WHAT HAPPENED IN THOSE SITUATIONS.>>YOU FEEL — [ AUDIO LOSS ] >>I THINK HAZING HAS GONE ON SENSE THERE HAS BEEN HUMAN BEINGS ARE AND IT HAS HAPPENED. IT DOES HAPPEN. OUR GOAL IS TO DIMINISH AND ELIMINATE IT. WE CONTINUE TO TEACH AND USE THE TOOLS WE HAVE AVAILABLE AND THAT WOULD BE TEACHING AND LEARNING, SUPERVISION, INTERACTION AND RELATIONSHIPS WITH ADULTS AND STUDENTS. ALL OF THOSE COMING TOGETHER TO REDUCE BAD EXPERIENCES FOR STUDENTS IN SCHOOLS. IT DOESN’T INVOLVE INTERVIEWING THE SUSPECTS WERE THE VICTIMS. IT IS REGARDS TO STAFF, FORMER PRINCIPAL OR ANY OTHER ADMINISTRATORS , FOOTBALL STAFF. WE DID EXTENSIVE INTERVIEWS LAST SPRING. IT IS PROCEEDING ACTIONS. IT’S IN THE EXTENSIVE INFORMATION IN THE SCHOOL SYSTEM AROUND WHAT TOOK PLACE.>>THE WILMER HALE DID THE INTERVIEW.>>A GENERAL REVIEW THE SPECIFIC HIGH SCHOOL IN THE SYSTEM AND WHAT THEY FOUND ACROSS THE SYSTEM EXCITES OUR REPORT THAT WILMER CALLED IN COST AROUND 250,000. IS THAT ACCURATE?>>THE ONLY OTHER QUESTION I HAD IS IN TALKING WITH DOZENS OF STUDENTS. WHEN YOU SAY SPECIFIC STORIES ONE OF THE THINGS THAT RESONATED FROM THE REPORT IS REVOLVING. THEY WENT IN AND SHARE WITH STUDENTS THAT YOUR IDENTITY WILL BE ANONYMOUS. YOU WILL BE PRIVATE. IT WAS NOT SHARED WITH ME. AT THE SCHOOL THEY SAID THIS IN THIS GROUP THEY DID SAY THAT SOME THINGS THAT WE ALL NEED TO PAY ATTENTION TO IN OUR COMMUNITY AND SCHOOL SYSTEM. IN SCHOOL SYSTEMS ACROSS THE STATE AND NATION FIRST AND FOREMOST, THE TONE IS IN INCREDIBLY IMPORTANT AND IT ISN’T JUST A NEGATIVE TONE BUT A POSITIVE TONE. WE NEED TO BE VIGILANT. REALLY PAYING ATTENTION WHEN STUDENTS ARE TRYING TO TELL SOMETHING TO ADULTS ADULTS NEED TO LISTEN CLOSELY AND SEEK TO UNDERSTAND WHAT THE STUDENTS ARE TRYING TO SAY AS AN ADULT THAT WHEN WE COME TOGETHER AS ADULTS. THE ADULTS SAID THIS. WHEN WE COME TOGETHER AS ADULTS AND IT MAKES ALL THE DIFFERENCE IF WE ARE ALL WORKING TOGETHER FOR THE SAME PURPOSE. THE SECURITY TEAM LEADER AND DEPARTMENT CHAIR AND ATHLETIC DIRECTOR AND HEAD COACH IS ALL ON THE SAME PAGE. IT SOUNDS SO SIMPLE. WE KNOW FROM OUR OWN ORGANIZATIONS IT’S NOT ALWAYS EASY. GETTING EVERYONE TO WORK TOGETHER ON BEHALF OF THE EFFORT IS DIFFICULT AND WE ALSO HEARD THAT WE NEED TO TEACH STUDENTS THE DIFFERENCE BETWEEN TEAMBUILDING AND POSITIVE CAMARADERIE AND WITH THAT CROSSES THE LINE INTO HAZING OR THINGS THAT EVERYONE ISLAUGHING AT. EVEN THE K2 MIGHT BE RECEIVING . HE OR SHE IS NOT REALLY LAUGHING ON THE INSIDE. WE NEED TO TEACH STUDENTS THAT OUR BEHAVIOR AND ACTIONS HAVE A REALLY BIG EFFECT ON ONE ANOTHER. THAT IS A CONSISTENT MESSAGE THAT WE HEAR ACROSS SOCIETY IF YOU THINK ABOUT THE MEAT TO MOVEMENT AND MANY OTHERS. IT IS A SHIFT IN OUR CIVIL UNDERSTANDING OF HOW HUMAN BEINGS TREAT ONE ANOTHER. SCHOOLS NEED TO PAY CLOSE ATTENTION. THAT’S A BIG MESSAGE THAT I HEARD. IT’S WHAT I READ IN THE REPORT.>>DOCTOR SMITH. THEY TALKED ABOUT THE CULTURE OF HAZING AND HAS EXISTED FOR YEARS. YOU KNOW HOW LONG THE CULTURE EXISTED? THREE PRESENT QUESTIONS HERE. WHAT YOU SAY TO THE STUDENTS WHO IS CONCERNED. FEARFUL OF JOINING A SPORTS TEAM AND THEY KNOW THAT THIS IS AN UNDERGROUND HAZING OPERATION THAT TAKES PLACE. THEY ARE FEARFUL. THEY DID NOT GIVE ME THAT INFORMATION. I AM NOT FAMILIAR WITH THE CULTURE OF HAZING. IF A STUDENT IS FEARFUL WE NEED TO MAKE SURE THAT WE TEACH THEM AND THEY UNDERSTAND THAT IF THERE IS A PROBLEM THEY NEED TO SAY SOMETHING AND WE NEED TO BE WELL PREPARED TO RESPOND TO THA. IT’S BEEN HAPPENING FOR DECADES IN CENTURIES FOR STUDENTS AND ADULTS. WE NEED TO INCREASE THE LIKELY THAT IT WILL HAPPEN EVERY SINGLE TIME. THE STUDENT WILL SAY SOMETHING AND GET A POSITIVE RESPONSE FROM THE ADULT AND IT WILL HAPPEN IN A WAY THAT IT’S A WAY THAT WILL NOT CREATE A LESS DESIRABLE EXPERIENCE.>>NOT FAMILIAR WITH THE CULTURE AT THESCHOOL.>>THAT IS NOT WITH THE REPORT FOUND . NOT IN TERMS OF WHAT WE ARE RELEASING TODAY.>>CAN YOU SAY HAS ANYONE BEEN LET GO BECAUSE OF THIS AND AFTER THIS EXTERNAL REVIEW, WILL THERE BE MORE PEOPLE TO COME THAT WILL BE LOSING THEIR JOBS?>>WE HANDLE THE PERSONNEL LAST SPRING AND THERE WERE MULTIPLE PERSONAL ACTIONS AND I SHARED WITH THE COMMUNITY LAST SPRING THAT THE DIRECTOR AND JUNIOR VARSITY COACH WILL ECHO.>>ANYMORE TO COME?>>ANYTHING THAT COMES UP ALWAYS CAUSES AN ACTION BUT AT THIS POINT, NO.>>SO MY QUESTION IS, HAS ANYONE BEEN DISCIPLINE IN ANY OF THE SCHOOLS SIMILAR TO THE ONE BEFORE ME? IT’S RELATED TO THIS INVESTIGATIO.>>NOT RELATED TO THIS. THERE HAVE BEEN PEOPLE DISCIPLINE ANOTHER SCHOOLS FOR OTHER ACTIONS OVER TIME. NOT RELATED TO THIS. IT IS IMPORTANT THAT WE SHARE THE EXTERNAL REVIEW WITH A DAMASCUS STAFF EXTENSIVELY ALL MANNER OF STAFF. NOT JUST THE ADMINISTRATOR OR THE LEADERSHIP OF THE SCHOOL LIKES WHAT CHALLENGES DID THEY ENCOUNTER WITH PEOPLE BEING FEARFUL.>>THAT’S WHY WE ASKED THEM TO THEM AND SO PEOPLE CAN SPEAK FRANKLY. THE BELIEF WAS THAT THEY DID DO THAT AND THERE ARE PROPHECIES THAT WERE GUARDED ANDMADE SURE WHATEVER THEY SAID IS A GENERAL STATEMENT, NOT SPECIFIC TO AN INDIVIDUAL .>>WITH REGARDS TO YOUR COMMENT ABOUT CHILDREN IN AN ACTION THAT MIGHT BE TEAMBUILDING VERSUS HAZING AND KIDS MIGHT BE LAUGHING BUT NOT ON THE INSIDE. WHERE DID YOU GET THAT FROM? WERE YOU TRYING TO SAY?>>I SPENT 40 YEARS MOST OF THEM IN SCHOOLS AND I’M SURE YOU’VE BEEN THERE BUT EVERYONE’S LAUGHING BUT THE PERSON BEING KIDDED IS NOT REALLY FINDING IT HUMOROUS SO IT WAS JUST AN OBSERVATION ABOUT LIFE NOT SPECIFIC TO ANY INCIDENT IN THE REPORT. I DO THINK IT IS A PROBLEM FOR ADULTS. IF YOU WATCH THE MEDIA YOU WOULD CERTAINLY SEE THAT THE TELEVISION ALL THE TIME. ADELE TREATING EACH OTHER BADLY AND IT MOVES INTO HAZING AND BULLYING AND ALL KINDS OF THINGS. WE HAVE A LOT OF ROLE MODELS THAT ARE NOT GOOD FOR OUR CHILDREN AND WE NEED TO BE AWARE OF THAT. THE VARIANCE IS MOVING FORWARD ABOUT MORE INTENTIONAL AND MORE CONSISTENT. IT WILL INVOLVE A RESTRUCTURING OF SOME OF WHAT WE DO IN OUR RELATIONSHIP INTERNALLY AS SCHOOLS WORK AND IN THE RELATIONSHIPS WITH THE IC BE AND HOW SCHOOLS ARE AVAILABLE TO THE COMMUNITY AND WENT TO WORK WITH ALL OF THAT AND MAKE A VERY EXPLICIT THING CLEAR TO ADULTS THAT IT’S OUR JOB TO SUPERVISE OUR STUDENTS. I SPENT MANY YEARS AS A ADVISOR, COACH, DIRECTOR AFTER SCHOOL WORKING WITH STUDENTS AND THESE ARE YOUNG ADULTS. 15 16, 14 18 YEARS OLD. WE HAVE TO GIVE THEM LATITUDE WE HAVE TO BE THERE IN THE MOMENT SO THAT WE CAN INTERVENE AND TEACH AND MAKE SURE THINGS DON’T HAPPEN. IT’S NOT LIKE SUPERVISING KINDERGARTEN OR FIRST GRADE FIELD TRIP BUT IT’S NOT LIKE THE DORM ROOM. THEY ARE FREE TO DO WHATEVER THEY WANT.IT’S THE ATHLETIC PROGRAM FOR YOUNG ADULTS GROWING AS ADOLESCENTS.>>WE ARE WORKING WITH THE NATIONAL PARTNERS AND TALKING WITH THE STUDENTS ABOUT WHAT IS RELEVANT AND WHAT MAKES SENSE TO THEM. WHAT THEY WILL BE ENGAGED IN. STUDENTS WILL SOMETIMES SAY THATIS SO 2000. DOESN’T SEEM THAT LONG AGO TO ME . BU, TO THE STUDENTS, MOST OF THEM WEREN’T BORN IN 2000. WE HAVE TO STAY CURRENT. WE ARE DOING A LOT OF WORK AROUNDSTUDENT VOICE. WHAT ENGAGES YOU WHAT CATCHES YOUR ATTENTION . WE SHOULD THINK ABOUT TREATING OTHERS AND HOW THEY TREAT YOU. ALSO, STRUCTURING OUR SCHOOLS SO THAT ADULTS ARE WORKING CLOSELY TOGETHER AND MAKING SURE STUDENTS ARE WELL SUPERVISED WITH SOME LEVEL OF AUTONOMY SO THEY CAN LEARN AND GROW AND DEVELOP AS YOUNG ADULTS.>>52 FOLLOW-UP QUESTIONS. ONE I SEE THE BULLET POINT HERE. IT TALKS ABOUT TRYING TO CLARIFY THE REPORTING OF HAZING AND BULLYING. THAT WAS THE ISSUE THAT THE VICTIM’S FAMILY HAS RAISED IN A DAMASCUS INCIDENT WITH THE TEXTING GOING ON BETWEEN SOME TOP-LEVEL PEOPLE AND SPECIFICALLY, WHAT IS THE CLARIFICATION THAT YOU WANT STAFF IN SCHOOLS TO KNOW. EVEN LESSER COMING TO THEIR ATTENTION ABOUT REPORTING IT.>>ONE OF THE PROBLEMS THAT EVERYONE FACES YOU CERTAINLY SEE IT IN YOUR WORK EVERY DAY. WHEN SOMETHING HAPPENS AS IT UNFOLDS, YOU NEED A GROWING AWARENESS OF WHAT ACTUALLY HAPPENED. WHAT WE WOULD EXPECT IS THAT OUR STAFF IS TRAINED AND WE HAVE TO KEEP CLOSE COUNTING AND UNDERSTANDING OF WHAT HAPPENED AND WE HAVE A WAY TO HAVE AN INTERIM REPORT AND HOW IT DIFFERS FROM HOW WE KNOW THE COMPLETE SITUATION. THAT ANY CIRCUMSTANCE AT ANY SCHOOL AT ANY TIME.SOMETIMES THE INITIAL REPORT BECOMES THE TRUTH AND EVERYTHING ELSEAFTER THAT IS NOT .WE KNOW WE ARE GATHERING INFORMATION FROM ACROSS THE SCHOOLS. THAT WAY WE KNOW AND UNDERSTAND WITH THE FULL AFFECT WAS. WHAT, WHEN AND HOW THAT HAPPENED.>>THE OTHER QUESTION I HAD WAS MANY OF US CAME TO THIS AND SAT THROUGH HOURS AND HOURS OF COURT HEARINGS. SOME FAMILIES FEEL THE REAL ISSUE THAT ONE INDIVIDUAL HAD A CHANCE UPON CHANCE TO PROVE THEMSELVE. NOT SPEAKING ABOUT THAT PERSON INDIVIDUALLY BUT JUST LOOKING AT THE SCHOOL SYSTEM HUNDRED 65,000 KIDS. IS THERE A LEARNING LESSON HERE ABOUT RESTORATIVE JUSTICE AND POSSIBLY GIVING ONE TOO MANY CHANCES? I WOULD HAVE TO THINK ABOUT IT. IT DOES US. PART OF THE COMMUNICATION OF THE TEAM AND THE SCHOOL HAS TO BE THAT IF A STUDENT NEEDS SUPERVISION, ADDITIONAL SUPERVISION DURING THE DAY, THEY NEED AFTER SCHOOL. THEY NEEDED ANYTIME THEY ARE ENGAGED AND MIGHT NEED AND OTHER PLACES IN THEIR LIFE. THAT’S AN OVERALL LEARNING FOR THE SYSTEM. NOT THAT IT DOESN’T HAPPEN ON A REGULARBASIS . IT NEEDS TO HAPPEN CONSISTENTLY AND ALL THE TIME. I THINK THAT IS THE LEARNING THAT I WOULD BRING FROM THAT STATEMENT.>>THANK YOU. JUST FOLLOWING UP ON THE REPORTING ISSUE. ARE THERE CHANGES THAT YOU ANTICIPATE AND HOW INCIDENTS LIKE THIS ARE REPORTED? IT STRIKES ME THAT IN YOUR CHILD SEXUAL ABUSE POLICY THE EXPECTATION IS TO REPORT EVEN A POTENTIAL ALLEGATION SO MUCH MORE QUICKLY THAN WHAT HAPPENED IN THIS CASE WHERE YOU DESCRIBED AN UNFOLDING OF UNDERSTANDING. IN CHILD SEX IT WOULD’VE BEEN REPORTED MORE QUICKLY. ARE YOU STILL HOLDING TO A DIFFERENT STANDARD WITH SEXUAL ASSAULT CASES? IU LOOK AT THE DIFFERENCE IN HOW THE SCHOOL SYSTEM APPROACHES THE TWO DIFFERENT KINDS OF INCIDENTS? WE ALWAYS INCONSISTENTLY EXPECT SOMETHING TO BE REPORTED AS SOON AS IT’S KNOWN. IF IT’S NOT KNOWN YOU CAN REPORTED. THAT IS THE CHALLENGE. IF YOU SUSPECT YOU NEED TO REPORT IT. IF YOU DON’T SUSPECT IT THAT REALLY IS THE QUESTION THAT I THINK YOU ARE ASKING. THE EMPHASIS WAS ON REPORTING. EVEN IF SOMETHING WAS LEANING IN THAT DIRECTION, YOU SHOULD REPORT IT. IN THIS CASE, THERE WASN’T QUITE ENOUGH EVIDENCE.>>TWO VERY IMPORTANT STANDARDS.>>THERE WAS NO ENOUGH EVIDENCE BUT THE WAY THAT WE UNDERSTOOD IT THE NEXT MORNING IS A SYSTEM.>>WE ARE ASKING THEM TO COME TOGETHER AN, EVEN IF IT’S 8:00 AT NIGHT TO LOOK INTO SOMETHING IF THERE’S ANYTHING AT ALL TO UNDERSTAND WITH QUESTIONS ACROSS THE SYSTEM.>>NOW THE EXTERNAL AND EXTERNAL REVIEWS HAVE BEEN THERE AND WHAT IS THE MAIN MESSAGE YOU WANT TO GET ACROSS.>>STUDENT SAFETY IS CRITICA. THAT OUR STUDENTS NEED TO HAVE EXPLICIT OPPORTUNITIES TO LEA . OUR ADULTS NEED OPPORTUNITIES TO TEACH AND CONTINUE THEIR OWN LEARNING AROUND HOW THEY TREAT EACH OTHER AND HOW WE SUPERVISED STUDENTS AND HOW WE CREATE A CULTURE IN THE SCHOOLS OF STUDENT WELL-BEING AND WHEN SOMETHING DOES PRESENT ITSELF WE HAVE A CLEAR REPORTING PATH AND CLEAR KNOWN RESPONSES ON THE PART OF THE SCHOOL IN THE SYSTEM. WE CAN CONTINUE TO REFINE THOSE AND WORK ON THOSE TO MAKE SURE HAPPENED AND EVERYTHING THAT WE DO.>>I WANTED TO ASK WHAT ARE SOME THING, IF ANY, THE MCPS WILL DO REGARDING THE COUNCIL OR PSYCHOLOGICAL SERVICES DEPARTMENTS. GIVEN THE FACT THAT, FOR EXAMPLE, SOME OF THE STUDENTS WHO SAID THEY HAD BEEN THERE THAT THEY INITIALLY TOLD THE COUNSELORS HADN’T SUFFERED ANY TRAUMA BEFORE.>>WELL, ONE OF THE THINGS WE WANT TO DO IS TO CONTINUE OUR ADULT LEARNING ON HOW TO QUESTION THE STUDENTS AND HOW TO IDENTIFY WHEN SOMETHING HAS OCCURRED EVEN IFIT’S NOT ACKNOWLEDGING IT . IT IS ALWAYS THAT THERE IS A HUMAN INTERACTION THAT SO CRITICALLY IMPORTANT. ACROSS THE SYSTEM, WE WANT TO BE SURE THAT OUR FOLKS ARE TALKING IN A WAY THAT ELICITS CONFIDENCE AND THE STUDENTS WILL SHARE WITH US WHAT IT IS THAT IS THE PROBLEM. NOT THE PROBLEM THEY WANT TO BE KNOWN OR THE REAL PROBLEM. WE ARE QUICK AND ABLE TO RESPOND TO THAT. ONE OF THE WAYS THAT WE ARE DOING THAT IS BY ASKING THE STUDENTS TO TALK WITH US AND THINK ABOUT HOW WE SHOULD PRESENT INFORMATION TO YOU. HOW SHOULD WE ASK YOU QUESTIONS. WHAT WORKS FOR YOU.WHAT MAKES SENSE IN THESE SITUATIONS. YOU CAN SHARE THAT.THE WORLD IS DIFFERENT IN 2019 THAT IT WAS IN 2009 OR 2001. AS IT CHANGES WE HAVE TO ASK THOSE QUESTIONS OF STUDENTS.>>I JUST WANT TO ASK CAN YOU GIVE AN EXAMPLE OF THE WORST SITUATIONS FOUND IN TERMS OF LACK OF SUPERVISION.>>I THINK THE SITUATION WE’RE TALKING ABOUT IS IN TERMS OF DAMASCUS WE HAVE 25 MINUTES THERE WITHOUT STUDENTS BEING SUPERVISED.>>THAT WAS THE WORST THAT WAS FOUND.>>THAT WAS CERTAINLY THE WORST ONE THAT I HAVE ENCOUNTERED SINCE I’VE BEEN IN MONTGOMERY COUNTY HOW ARE THOSE SCHOOLS CHOSEN TO BE PART OF THI? DOES THAT PROVIDE A COMPREHENSIVE LOOK AT THE SYSTEM AS A WHOLE? IS ACROSS THE ENTIRE COUNTRY AND MANY DIFFERENT GROUPS AS WELL AS LOTS OF EXPERTS IN THE PANEL IN THE EXPERT REVIEW OF MATERIALS AROUND THIS TOPIC.>>THAT’S IT THANKS EVERYONE.>>THANK YOU.
